Games and art do always carry implicit political messages. It’s a more complicated issue than “it doesn’t affect”. There even exists no reason to use “substitute” or cover up names for their civ as it doesn’t affect modern China and makes up a small part of their large history of unification. I think if they can find a way to do it without making any political implications, they definitely should do so, but risking one of their largest markets is a prospect that a company that exists to make a profit is going to look at from a very pessimistic stand point. The risk to reward ratio is very difficult to do, since again, it’s not a matter of “they just won’t buy it” (again, I’m sure most Chinese citizens don’t give a crap) but a matter of “they will no longer be able to buy it because the game will be banned in China”. You can take from that what you will, but that is the reality of the situation.

Frankly, I don’t think Microsoft is gonna risk it as China is a huge market. Hearts of Iron IV is banned in China because it portrays “modern” Tibet as an independent nation instead of a part of China, which internationally it was still legally considered to be by both the Kuomintang and Communist Party of China even during the Warlord Era. While it seems like medieval Tibet is less sensitive to the Chinese government than “modern” Tibet, the fact of the matter is that if it is deemed too political and promoting “Tibetan independence” then the game will be banned.

Certainly they will not have everything they want in 1945, and they would still be years ahead of minor nations that start with only 2 slots. Even countries with 5 slots have to start really picking and choosing their specializations around 1940, because they stop having the ability to unlock everything they want. The fact taht you think all countries will have the same tech by 45 indicates to me that you haven't played past 1940. That's one of the things that makes them a minor nation in the game. Sure, they can pick one single thing and be very good at it (have a very up to date air force, or navy, or infantry army, for example) but they will be absolutely useless in every otehr facet the game offers. They will *always* be years and years behind the major nations in total research. Even if they b-line straight for the extra research slots, they are more than a year away. They start off withġ) Less research completed (they can be years behind in starting research)Ģ) Less starting slots (meaning in addition to being behind, they will fall FURTHER behind from the start of the game)ģ) The smallest nations start with only 2 slots, and can never get more than a total of 4.
